TaikoZhongandClaude Fable 5.1 7ba7e142ae fonts: every family keeps the jp brush glyphs first, its own atlas is the first fallback

font_cn / font_tw / font_kr are now jp first (kana, Latin, digits and every
kanji the jp atlas has stay in the brush face); cn / tw / kr only supply
the characters jp lacks. build_font.py gains --han-order for a separate
ideograph priority.
