Song select titles looked oversized in every language except English.

English uses the condensed font_en, while Japanese (font.ttf), Chinese (font_cn), Korean (font_kr) and other languages get full-width fonts. At the same point size their song board, folder board and difficulty-select header titles look much larger and nearly fill the boards.

box_base.lua: new title_scale() returns 0.8 when tex.language() is not English, 1.0 for English.
box_song.lua / box_folder.lua: board, folder and header titles are created at size * title_scale(). The scale is part of the title cache key, so changing the language at runtime rebuilds them.
English output is unchanged (song select frames compared byte for byte).

and the other languages get full-width fonts, so at the same point size their song, folder and
header titles look far larger and fill the boards. Draw those titles at 0.8x when the language
is not English. English is unchanged.
