Big notes: the cabinet's sparkle trail

Redone as #70 on top of the Lua note arc: everything is in the skin's own note_arc.lua now, no engine or PyTaikoGreen changes needed.

Big-note firework: skin config keys and cabinet option

Closing: note arcs are drawn in Lua now (YataiDON 93f62e5), so these keys aren't needed. The cabinet arc and sparks will live in Nijiiro's own note_arc.lua.
